You would certainly have to pay the cost per message - there's no such thing as a free SMS mesage. This is not something I've ever attempted, nor come across before, but there's a site here offering an SMS Toolkit, plus all the instructions, and what looks like a simple tutorial as well. Perhaps this could be your starting point ...
