Password protect excel? Only people with password can edit

I've played with the password feature and it doesn't look like it is doing what I want it to do. Can a password be created for administrators to have access to edit the spreadsheet and employees only read the spreadsheet?

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
You can have include a password, when you're Saving As, to enable/disable write access to the workbook.

IN Excel 2000:

File | Save As, Tools | General options, Write password:

Click on File-SaveAs, the Tools button in the top right of the dialog box and select General Options. Enter a password in the Password to Modify box (check the Read-Only recommended option as well if you want) and then save the file. Anyone opening it will then have to enter a password to be able to modify it.
