creating alerts!or popups in excel

is it possible to create a popup or alert message if any one of the cell meet condition with in the range of cells.

Yes.
It's called Data Validation (menu:Data>Validation)

Example 1:
Allow:
Whole Number: Between
Minimum: 100
Maximum: 300

Example 2:
Allow
Custom =AND(D1>100,D1<300)
