Problem using cyrillic letters in excel to create CSV file.

Hello,

I need to create a CSV file to be able to upload large quantities of data to my website. However, one of the variables is written is Cyrillic (i.e. Russian, Ukrainian) letters. When i try to import the created CSV file after having entered all my data into excel, the information in that field is not recognized properly. All that happens is that a bunch of question marks appear in place of the letters. ????????? ???? ??????

I dont know what to do.

Excel Facts

Enter current date or time
Ctrl+: enters current time. Ctrl+; enters current date. Use Ctrl+: Ctrl+; Enter for current date & time.
Does the CSV show the letters properly? If so, then it is likely a problem with your database software or something other than Excel.

Excel Shows the letters properly.

but when I save the file as a .csv and then try to open it with notepad I get ??? ??? ????? instead of letters. When i try to re-open the saved file again with excel, the cyrillic letters have been replaced by ??? ??? ?????? ??
